Benjamin Higgins is a visiting fellow in the Department of Economics at the Research School of Pacific Studies, Australian National University. He is also fellow in residence at the Canadian Institute for Research in Regional Development, Université de Moncton, and professor emeritus, University of Ottawa, both in Canada.
