About the Author

MIRIAM K. MILLS was Professor of Management at the New Jersey Institute of Technology in Newark until her death. She has written extensively on labor relations, health policy, and dispute resolutions. Her most recent books include Health Insurance and Public Policy (1992) and Conflict Resolution and Public Policy (1990) by Greenwood Press.

STUART S. NAGEL, Professor of Political Science at the University of Illinois at Urbana, is Publications Coordinator for the Policy Studies Organization there. He is the author of Professional Developments in Policy Studies (1992), Policy Theory and Political Evaluation (1990), and Policy Studies: Integration and Evolution (1988), all by Greenwood Press, among many books and articles on public policy and public administration.
