This book is the result of many years of research and field experience of highly qualified specialists who happened to treat victims of local wars, terrorist acts, natural disasters and catastrophes caused by modern technology. Administering first help in emergency situations is of vital importance because it has impact on future recovery and helps victims to avoid being handicapped, have hopes for a better future professional life. Unfortunately, emergencies happen when you least expect and it is very important to deal with the situation immediately. Training and preparedness of the population, coordination of the humanitarian aid save lives of those who found themselves in those hapless conditions. Wars are non ending, terrorist acts are becoming more sophisticated, global climate change causes wide scale calamities and technology caused catastrophes have disastrous impact on nature with no recourse. For that reason we think that one country can not possibly have means and power enough to deal with problems of liquidation of the aftermath of wide scale emergencies. There will be great need in other countries’ participation. Existing and very powerful international organizations act within their own framework and it is becoming evident that their activities are not always enough to solve all problems in connection with assisting victims. There is strong necessity in creation of a new international entity that would be able to carry out work on a big scale and coordinate all national and international efforts, deal with different types of humanitarian aid at the site, deliver medical assistance, reconstruction of infrastructure, and rehabilitate victims so that people could return to normalcy as soon as possible.
