STEPHEN J. BLANK is Professor of Russian Studies at the U.S. Army War College. He is a specialist in Soviet Russian military affairs and Soviet Russian foreign policy. Blank is the author of Commissariat of Nationalities (1990).

JACOB W. KIPP is Senior Analyst in the Soviet Army Studies Office at the U.S. Army Command and General Staff College. He specializes in Soviet military affairs, the Soviet Navy, and the forecasting of future war.
