Dr. Glenda F. Carter is a recently retired, career higher education administrator and professor who has served successfully in several upper-level roles in colleges and universities. In her last position (of 18 years), she served as Executive Vice President and Provost, Accreditation Liaison and Professor of Education at Wiley College in Marshall, Texas. In this capacity, she was the second ranking executive official of the College. From January 1995 to December 2000, Dr. Carter was Executive Vice President and Professor of Education at Texas College, Tyler, Texas. In this capacity, she was the second ranked executive officer following the president and provided administrative leadership for the planning, assessment and institutional research functions and for the area of sponsored programs. Prior to this appointment, Dr. Carter was Associate to the President and Associate Professor of Education at Grambling State University, Grambling, Louisiana. In this role, Dr. Carter provided leadership for the areas of institutional research, planning and assessment; information technology; and physical plant and managed the day-to-day operations of the Office of the President.
