About the Author

Michael Toole holds a diverse array of degrees and certifications, including a Master's in Science in Physics and a Master's in Science in Engineering and Mechanics from the Georgia Institute of Technology. He also earned a Master of Business Administration from George Washington University and a Master of Arts in International Relations from Salve Regina University. Additionally, he holds a Systems Engineering Certificate from the Naval Postgraduate School and a Bachelor of Science in Engineering from the United States Military Academy.
Furthermore, he has completed various military educational programs, including the Army War College, the Air Command & Staff College, the Defense Systems Management College, the Field Artillery Advanced Course, the Airborne School, and the Ranger School. He is a registered professional engineer in Virginia and Washington, as well as a certified acquisition professional and a certified defense financial manager.
He has also served in various key roles, including as a former member of the Department of Defense, the Defense Science Board for Developmental Test & Evaluation, the Joint Target Oversight Council, the Test Resource Management Council, and the Consolidated Test & Evaluation Investment Program.
He has over thirty-five years of experience in the various aspects of systems acquisition, including program management, acquisition, contracts, and technical management for development, integration, testing, production, fielding product improvements in a variety of positions, including direction of a portfolio of programs as a Program Director. He ensured financial/technical discipline was maintained throughout the programs. He has experience in the military, industry, and civil service with DOD, Army, Navy, Air Force, and DOE programs. He has experience mentoring and coaching individuals in preparation for memorandum, briefings, and interactions with the Senior Agency, Service, and Congressional staff.
