About the Author

TONY PAYAN is the Françoise and Edward Djerejian Fellow for Mexico Studies and director of the Center for the United States and Mexico at Rice University’s Baker Institute for Public Policy. He is also an associate professor of political science at Rice University and a professor at the Universidad Autónoma de Ciudad Juárez. ALFONSO LÓPEZ DE LA OSA ESCRIBANO is the director of the Center for U.S. and Mexican Law at the University of Houston Law Center and an adjunct faculty member of comparative law at the University of Houston’s Health Law and Policy Institute. JESÚS VELASCO is the Joe and Teresa Long Endowed Chair in Social Sciences at Tarleton State University and a nonresident scholar at the Center for the United States and Mexico at Rice University’s Baker Institute for Public Policy.
