About the Author

Dr. William Kpanah Gowah Barnes was born in Monrovia, Liberia, and educated in the United States. As a son of retired police officer, Thomas J. Barnes, and a petty trader, Marie Barnes, who often relied on the sales of �kala and fried-fish� to support his educational sojourns, William was a victim of injustice and countless forms of governance vices in his native, Liberia. In spite of all these, He had always believed that �Good things do not come easily�,� and had hoped to be an agent of positive social change.
As a IAPCHE�s scholar, Dr. Barnes obtained a Doctor of Philosophy Degree (PhD) in Public Policy and Administration, with emphasis in Public Management and Leadership from Walden University in the United States; a Master of Science Degree in Criminal Justice Administration from Point Park University in Pittsburgh, PA, USA; an MPPA in Public Policy and Administration from the Walden University; and a Bachelor in Sociology from Vista University. Dr. Barnes is a lecturer at the Graduate Schools of the University of Liberia, and the Cuttington University, as well as, the African Methodist Episcopal University in Liberia. In addition, Prof. Barnes is volunteering as the Acting Chairperson for the Crime and Correction Department at the A.M.E. Zion University in Liberia.
As an expert of governance, Dr. Barnes, in addition to numerous professional encounters, worked with the United Nations Development Program (UNDP), where he led the country�s (Liberia) office public administration portfolio and provided strategic policy guidance and supports to the Government of Liberia, Civil Society Organizations (CSOs), private sectors, etc. Interestingly, at the UNDP, he truly experienced what it meant to be �governed without governance, led without leaders, freed without freedom, and how justice emerges as just-them.� In the midst of �bad governance� practices, he fought for change, and constructively engaged the �order of the day.� His experience, however, did not only inspire him to challenge the societal status-quo, but as well, developed in him the passion to fight for �a change� that would unjustly thwart his career.
