After the collapse of Communist governance in the early eighties, the European Union passed from the hands of strong political leaders, products of the Cold War, to administrators. In this context, the fall of the dictatorship of the proletariat in the East was followed by the rise of the
dictatorship of the bureaucrats in the West.
