About the Author

Oliver A. Houck is a Professor of Law at Tulane University where he directs the Environmental Law Program. A graduate of Harvard College and Georgetown Law Center, he was an Assistant U.S. Attorney in Washington, DC, then General Counsel to the National Wildlife Federation, prior to joining Tulane in 1981. He has been published widely on the topics of water pollution, endangered species, biological diversity, and public interest law.
