The Department of Labor’s Office of Federal Contract Compliance
Program (OFCCP) has increased its emphasis on affirmative action
compliance. Compliance will be measured by the extent to which a
company identifies problem areas within employment processes and
how the identified problem areas are addressed within the affirmative
action program to ensure that all individuals have equal access to all
employment opportunities.
The first step in developing an affirmative action program should be a
review of the results of the affirmative action plan. Action-oriented
programs should be crafted for the coming affirmative action program
year addressing the specific problem areas identified in the plan.
This roadmap provides a model for developing an affirmative action
program by providing a clearer understanding of the responsibilities
and requirement of affirmative action compliance as well as practical
guidance toward the execution of a successful affirmative action
program. It explains the distinction between an affirmative action plan
and the broader affirmative action program. It also explains the
distinction between discrimination and affirmative action. Finally, it is
a guide through the required elements of affirmative action compliance
that includes checklists for self-evaluation of program compliance.
