About the Author

Mulchand S. Rana is a social thinker, scholar and writer on various vital social issues of contemporary nature and larger relevance. Basically a postgraduate in management, he started his career as a probationary officer in a nationalized bank in 1977 and rose to the senior managerial position when he resigned in 2000. All along his bright banking career, he was also associated with quite a few premier academic and training institutes and reputed voluntary organizations. He joined Gujarat Public Service Commission as a member for six years till 2006. He, while being associated with this prestigious Constitutional Institution, had a very useful exposure of dealing and deciding in recruitment, promotions as various personnel and HRD matters pertaining to state government employees/officers.
