About the Author

Samuel Flam retired in 1988 from the superintendency of a surburban school district. He has been a consultant in organizational development to local and regional school districts; the Michigan Department of Education; colleges and universities; regional, state, and federal government agencies; and private industry.
William G. Keane served for 23 years as a public school superintendent in Michigan. He is currently an associate professor in the Department of Curriculum, Instruction, and Leadership at Oakland University, Rochester, Michigan.
