About the Author

Admiral Gary Roughead, USN (ret.), is an Annenberg Distinguished Visiting Fellow at the Hoover Institution. In September 2007, he became the twenty-ninth chief of naval operations after holding six operational commands.

Jeremy Carl is a research fellow at the Hoover Institution and a member of the Shultz-Stephenson Task Force on Energy Policy.

Lieutenant Commander Manuel Hernandez is a national security affairs fellow at the Hoover Institution.
