Overview

The enactment of the 73rd Constitution Amendment Act, 1992 has brought to frontline the significance of Pachayati Raj System. Based on the framework provided in the Amendment, the State Governments initiated measures and gave shape to the concept of local governance through legislations and rules. The successful implementation of the constitutional amendment, State legislations and rules determine the overall functioning of PRIs. The functioning of PRIs has thrown up many issues and problems. In this book an attempts is made to discuss these issues and problems. The book covers a broad spectrum of Panchayati Raj System – organizational structure, powers, functions, personnel, finance and overall performance. About the Author

Prof. E.A. Narayana, obtained M.A. (Public Administration), M.A. (Politics) and Ph. D. from Andhra University. He has also done Postgraduate Diploma in Computer Oriented Statistics and Operations Research. His Ph.D. thesis was adjudged as the best thesis in social Sciences and Humanities for the years 1988 and 1989 and a gold medal was awarded to him by the Andhra University. He has also obtained first rank in M.A. Public Administration Examination, 1978. He has been teaching the Post-Graduate students of Political Science and Public Administration for the Last 26 years. He served as the Head of the Department. Now he is the Chairman, Board of Studies in Political and Public Administration (P.G.). He is the lesson writer for MA., Political Science and M.A. Public Administration courses of School of Distance Education, Andhra University, Acharya Nagarjuna University, Osmania University and Dr. B.R. Ambedkar Open University. He is also the Academic Counsellor for their P.G. programmes. He worked in two Major Research Projects. He had undertaken, on his own, two minor research projects and one major research project. He is the author of a book. He has so far contributed more than 70 research papers on Panchayati Raj, Urban Local Government, Rural Development, Voluntary Action and Indian Government and Politics. Some of them were published in standard academic journals and books (Indian and Foreign). He is the life member of five professional societies. He has participated in a number of national and international conferences, seminars, workshops and courses.
