OUT OF WORK; A STUDY OF UNEMPLOYMENT (Illustrated).
THE extraordinary conditions of unemployment prevailing in the winter of 1914 and 1915, and the little real progress made in the organization of the labor market since 1904, the date of the first appearance of Out of Work, have led me to revise the data published at that time in order to make it describe accurately the unemployment situation of the present, and the remedial measures now undertaken or projected. I hope this presentation may serve in some way to bring about a coordination of the work now being done, to stimulate new activities, and to focus attention upon unemployment as a national problem, looking toward the adoption of a governmental policy.

In the preparation of the data and its formulation, I am especially indebted to my collaborator, Esther Everett Lape, and to the Committee for Immigrants in America. The Committee has not only unreservedly placed its resources at my disposal but has created a division on employment in charge of a counsel which stands ready to furnish further data and to consult with and ad- vise all organizations and persons who may wish to take up the practical measures, hereinafter outlined, for the purpose of alleviating distress and preventing unemployment.

Through the sympathetic interest and generosity of Mrs. Willard Straight many of the practical measures outlined have already been put into operation and a station has been opened for the distribution of the unemployed from New York City. I hope this beginning will in a short time lead the government to assume the work of distribution as well as other responsibilities in relation to this great human and industrial problem.
