A center for finance, commerce, and communication, the state’s population is skewed, with four out of ten New Yorkers living in New York City, a cleavage that often results in an upstate/downstate rivalry for state funding. About the Author

Robert Wells has been a member of the faculty at St. Lawrence University in Canton, New York, since 1965 and currently holds the position of Munsil Professor of Government Emeritus. He grew up in New Haven, Connecticut, and attended the University of Michigan, receiving a B.A. in history and a PhD in political science. In 1995, he was selected as a Fulbright Fellow and taught and did research at the University of Malaysia in Kuala Lumpur. In 2001, he was elected mayor of Canton and served three terms.

His publications include Peace by Pieces: The United Nations Agencies and Their Roles; Native American Resurgence and Renewal; and Law, Values and the Environment.
