It proceeds to explore and consider mankind and government in their essential characteristics, analyzing the individual and collective psychology of mankind during the same historical phase, and the nature of government introduced during these and later stages. To an extent it as well strives to examine these elements and the implications therefrom in the later evolution and practice of an altered historical context.

Possible successor volumes would extend these implications to current issues and events.
