About the Author

Dr. Bikash Mohan Sanyal, at present Deputy Director (Econ.&Planning) of A TI. and Project Coordinator of Agro-Climatic Regional Planning (West Bengal Unit), formally belongs to West Bengal Educational Service. He has taught economics for the last 33 years at different Government Colleges as Reader in Economics. He has obtained his Ph.D. from Calcutta University in 1981 and has also won the Mahendra Nath Sarkar prize for best Ph.D. thesis of the year. Dr. Sanyal has conducted several courses on Decentralised Planning involving different levels of functionaries of Panchayat both in West Bengal and in Tripura. He has wide knowledge of the operational aspects of Decentralised Planning of both States. He has co-authored a book on Agro-Climatic Regional Planning titled India: Agro Climatic Regional Planning - A New Approach to Sustainable Development, funded by Planning Commission, Government of India.
