About the Author

Mary Noe, JD, teaches in the Legal Studies program of St. John’s University, College of Professional Studies, and is an adjunct professor teaching Special Education Law. Professor Noe serves as an Impartial Hearing Officer for the New York State Department of Education. / Mary McCaffery, MS, has taught business subjects at the Connecticut State School for Girls, has served as a consultant to the National Business and Disability Council, and is currently a member of the Nassau County Planning Commission. / Robert Meagher, PsyD, has taught at the elementary school level and worked as a therapist for children and families at St. Vincent’s Mental Health Clinic in Brooklyn.
