In Part 1 he rightly notes that progress in international environmental affairs will only be made when developing nations realize that environmental elements can be incorporated into multilateral investment and trade regimes without harming their development ambitions. In Part 2 he reports that available empirical evidence does not suggest that differences in environmental standards affect the allocation of investment. In Part 3 Neumayer argues that trade liberalization can hurt as well as help the cause of environmental protection.
