His solution to the latter problem is not to tax U.S. citizens more but to divert 12 percent of military expenditures toward cancellation of that debt, thereby preventing upheaval and the suppression of democracy. As for Cuba, the longevity and literacy rates now compare favorably to ours and the nutritional level is the highest in Latin America.
