Public policy and data analysts assist elected decision-makers in their deliberative process by furnishing analytical information on issues and options under consideration. Many diverse methodologies are needed to develop sound and timely answers to the questions that are posed by the Congress, state governments, and other governmental bodies. This book on quantitative data analysis deals with information expressed as numbers, as opposed to words, and is about statistical analysis in particular because most numerical analyses by policy researchers are of that form. The intended reader is the student in introductory to intermediate data or policy analysis courses and the practicing professional policy generalist. While offering a comprehensive treatment on the topics of data and policy analysis, this book is not specifically intended for statisticians or other experts on evaluation design and methodology, though it certainly offers enough substance to act as a handy reference for these professionals.
Primarily, this book aims to bridge the communications gap between generalist and specialist, helping the generalist evaluator be a wiser consumer of technical advice and helping report reviewers be more sensitive to the potential for methodological errors.
