This United States Government Federal Emergency Management Agency FEMA manual, Building Private-Public Partnerships July 2021, provides recommendations and resources for a jurisdiction to establish and maintain a P3 to help coordinate mitigation, response and recovery planning and preparedness. For this guide, the term "jurisdiction" begins at the local level – a county, city, town, combination of jurisdictions, multiple counties or sub-state regions such as a Council of Governments or Homeland Security Region – as well as a state, tribe or territory. "Jurisdiction" also includes the private sector and any other NGO with responsibilities or interests in disaster management and resilience.

Collaboration helps both public and private sector community stakeholders at all levels increase resilience. The models in this guide highlight interdependencies among businesses, industries, community organizations and government agencies. The models apply to both rural and urban jurisdictions. The recommendations help jurisdictions develop, manage and scale P3s to strengthen health and safety, economic security and community resilience. At the core, a P3 connects people, builds relationships and breaks down barriers so that representatives from private, nongovernmental and public organizations know each other prior to an incident affecting their jurisdiction.
