A history of the 1981-1982 Organization of African States mission in Chad. Mays (political science, The Citadel) argues that the mission should be seen as the result of Nigerian, French, and US foreign policy objectives. Beginning with the roots of t he conflict in Chad and the 1979 Nigerian unilateral intervention, Mays applies a four- pronged model of peacekeeping success to the operations in an attempt to understand weaknesses and strengths of the operation. The operations failed in the areas of consent and acceptance by the belligerents, promotion of concurrent peace negotiations, and maintaining a clear mandate.
