Partying is people going out for a good time to dance, drink, get high, meet new people and hopefully possibly have a spontaneous sexual encounter with a likeminded bohemian hedonist out for a good time.

Traditionally, it was the crowd at Senor Frog's in Cancun, a big nightclub that houses 700 or more people. Most western towns don't have a bar that big where everybody's partying in a free fun way in a warm place near the beach. It's a different atmosphere than your regular downtown American bar.
Partying is Ibiza, a Spanish island geared for the Euro partying crowd full of big nightclubs.
It's used to be the TV show Wild On where Brook Burke and several others went around to the party spots and nightclubs around the world looking for people having good time.
There are party places like Kuta Beach in Bali, Indonesia or Pattaya, Phuket and Ko Samui in Thailand where they party full tilt in modern places that you don't hear about in the Western media.
Another one is Cozumel, the cool Mexican island off Cancun which is wealthy because of the many cruise ship visits.
Escorting is legal which a lot of older Western men want. They don't want to be hassled by the man when they're looking to be with a girl.
Acapulco, Puerto Vallarta and Mazatlan are all big Western Mexican beach cities with plenty of nightlife for tourists.
Prague in the Czech Republic attracts tourists looking for cheap booze and accommodation plus escorting is legal there. There are brothels around.
