This is a policy report about improving citizen participation in country's policy making process through changing state secrecy approach within the country. The policy report was carried under the policy fellowship program by the Open Society Forum in 2010.

Under the policy fellowship program, the researchers aimed to reveal following issues:
- To study what are the challenges in the county for freedom of information by citizens;
- To study what are the criteria for freedom of information in other countries and
- To develop a recommendation on the state secrecy issues.
