These were perilous times. Small wars periodically erupted in the Near East and Far East, the Middle East and Africa. The Western block nations, particularly the United States, seemed incapable of countering the Soviet's threatening movements. To Jacob Anderson and Douglas Baylor, operating in top-secret positions as professional overseers, this panoply of world conflict was laid out like some enormous board game, twisted to ever higher tension by the hourly moves of its antagonists. Through the eyes of surveillance satellite systems, they were continuously and instantaneously able to monitor the movements of armed forces around the world. They observed the actions of men, fueled by greed and by the burgeoning armaments technology, variously sold to high bidders or used to by tenuous friendships. Their world of video screens, toggle switches and pushbuttons, all working to produce instant results, seemed remote from the game...untouchable. But they were a part of it, as surely as if they were hiking toward the field of an impending battle.
